Phillip Brown, 18, and Rajah Latimore, also 18, both of the 5600 block of South King Drive, were arrested about 9:15 p.m. Tuesday and charged Thursday in the attack, police said.
They both face charges of aggravated criminal sexual assault and aggravated kidnapping of a person with mental disabilities, police said.
